4E Intimidate

Is this how intimidate works now.

Intimidate (Charisma)
Opposed Check: Intimidate vs. Will
Success: You force a bloodied target to surrender

If it is I forsee this as a game breaker. It will be easy for players to overcome big brutes. Just intimidate them after they are bloodied. I would rule you can do it to one creature at a time, maybe, one creature per combat. On the other hand, if his leader is still around I'll give a bonus to will.

Not as gamebreaking as you think. Hostile Targets (which includes anyone you've Bloodied) get a +10 bonus to Will Defense, which makes it a whole lot harder.
