Ed, I looked at the document and I did not see where it states how many points
we start with in order to build our characters. I know the old Forgotten Realms
campaign was 32 points and LG is 28 points but I didn't see anything on this
document unless I overl ooked it. Could it be in the PHB? IF so, if anyone has the
answer, post it here.

It says use method I, or II in the new Players Handbook. I don't know what that is. I wish I new the points to buy with and what is the scale of scores you can buy. :D

Actually, in so far as what each attribute number is worth, Warduke did an amazing job
of putting that information on here some short days or a few weeks ago. If you look thru
the threads you should find it ( look at the 4E gnome thread ) or PM him to point the way.
From what I remember, it's not that different than the old way ( a 10 is 2 pts, a 11 is 3 pts,
a 12 is 4 pts., ect. ) but check first.

Here's how you get the stats:

METHOD 1: The standard array. Your stats are 10, 11, 12, 13, 14, and 16, arranged however you like.

METHOD 2: 22 point buy, with stats starting at 10, 10, 10, 10, 10, and 8. Every increase up to 13 costs one point for each ability score increase. So if you want to boost a 10 up to a 12, that'd cost two points. If you want to boost an 8 up to a 12, that'd cost four points. It costs two points for every increase from 14-16. So boosting a 10 to a 16 costs nine points. Boosting a score to a 17 costs three points, and boosting to an 18 costs four points. Here's the chart.

The five attributes which start at 10 pay this much
10 - 0 Points
11 - 1 Point
12 - 2 Points
13 - 3 Points
14 - 5 Points
15 - 7 Points
16 - 9 Points
17 - 12 Points
18 - 16 Points

The attribute which starts at 8 pays this much
08 - 0 Points
09 - 1 Point
10 - 2 Points
11 - 3 Points
12 - 4 Points
13 - 5 Points
14 - 7 Points
15 - 9 Points
16 - 11 Points
17 - 14 Points
18 - 18 Points
